From June 20 to 21, 2019, Sai Kham Phantawong, President of Laos Babasa Institute of Technology, and a three-member delegation visited Hainan University to further discuss matters such as accelerating the implementation of the cooperation agreement between the two universities and the landing of Hainan University's Laos branch project. Secretary of the Party Committee of Hainan University Vu Yaoting and Vice President Liang Mou warmly met with the guests.

After a comprehensive and in-depth conversation, the two sides agreed to speed up the implementation of the cooperation project according to the content of the agreement, and to make Hainan University Laos an important base for economic, cultural and educational research and elite talent training in the region of Hainan and Laos. Both sides agreed that the landing of Hainan University Laos should be based on the national conditions of both countries and the conditions of both universities, and that the implementation plan should be done well and steadily promoted.

During the visit, President Sai Kham Phantavong and his delegation, accompanied by the relevant persons in charge of the International Cooperation and Exchange Office and the College of International Education, paid a visit to the International Cooperation and Exchange Office of the Hainan Provincial Education Department and had a discussion with the Lao students of the university.
