一、 海南大学南海海洋资源利用国家重点实验室简介

1、 Introduction to MRU

南海海洋资源利用国家重点实验室（State Key Laboratory of Marine Resource Utilization in South China Sea）是我国第一个针对南海海洋资源进行开发利用和保护研究的国家重点实验室。实验室以推动国家海洋资源利用为己任，聚焦南海海域，开发南海资源，服务国家战略。

The State Key Laboratory of Marine Resources Utilization in South China Sea(MRU) is the first state key laboratory in China to conduct research on the development, utilization and protection of marine resources in the South China Sea. Taking the promotion of the utilization of national marine resources as its own responsibility, MRU focuses on development of resources in South China Sea area to serve national strategies.

实验室所有固定研究人员均具有博士学位，且大部分具有海外留学经历。实验室有两个省级院士工作站（林浩然院士、侯保荣院士），力求打造一支结构合理、基础扎实、思路活跃、极富朝气和创造力的高水准科研队伍。实验室现有杰青等国家级人才6人，国家级青年人才2人，国家百千万人才工程5人。

All fixed researchers in the laboratory have doctoral degrees and most of them have overseas study experience. Boasting two provincial-level academician workstations (Academician Haoran Lin and Academician Baorong Hou), 6 state-level talents, 2 state-level young talents, and 5 members of National Millions of Talents Program, MRU strives to create a high-level scientific research team with a reasonable structure, solid foundation, active thinking, high vitality and creativity.

根据国家需求、地方有用、学校可做的三大原则，实验室的定位是基础应用研究，以国家南海战略及海南省经济社会发展需求为向导，设置了研究方向：海洋生物资源利用、海洋化学与生态、数字海洋、资源/能源与新材料应用。通过机制创新、科研资源整合和学科交叉融合，发挥各种重要要素的协同作用，建设成为一个国家级高水平的多学科交叉融合涉海科研实验室。

In order to meet local and national demands, and to adapt the competence of Hainan University, MRU emphasizes on the basic application research. Guided by the National South China Sea Strategy and the economic and social development needs of Hainan Province, its research directions have been set: marine biological resource utilization, marine chemistry and ecology, digital ocean, resources/energy and new material applications. Through mechanism innovation, integration of scientific research resources, and interdisciplinary integration, MRU leverages the synergistic effects of various crucial elements, so as to build a national top marine research laboratory with Interdisciplinary fusion.

二、 论坛简介

2、 Forum Introduction

海南大学自创校以来，始终与国家战略紧密相关。老一代学者戮力同心，“丹心耀南疆”，在天然橡胶和热带农业等方面的突破性贡献有力推动了我国国防事业和热区经济社会的发展；新时代全面对外开放、建设高水平自由贸易港的新篇章又把新一代海大人带到新的历史节点。习近平总书记明确指出“要支持海南大学创建世界一流学科”，赋予了海南大学新的重大历史使命。为更好地贯彻落实这一历史使命，服务好国家重大战略需求和海南自贸港建设，海南大学已连续举办四届国际青年学者论坛，一大批海内外优秀青年学者通过这一平台加盟到新海大人的队伍中，成为学校跨越式发展的中坚力量。

Since its establishment, Hainan University has always closely followed national strategies. The older generation of scholars have worked together to make breakthrough contributions in such fields as natural rubber and tropical agriculture, and effectively promote the development of China's national defense and the economic and social development of hot areas. Embarking on the new journey of overall opening in the new era and the construction of high-level free trade ports, the new generation of HNU are standing at a turning point in history. The General Secretary Xi Jinping clearly stated that “we should support Hainan University in creating world-class disciplines”, giving the university a new significant historical mission. In order to better implement the mission, and to serve the major strategic of the country and the construction of Hainan FTP, HNU has held four consecutive International Youth Scholar Forums, and a large number of outstanding young scholars from both home and abroad have joined the team through this platform, becoming the backbone of the university's leapfrog development.

面向全球的自由贸易港亟需各方英才，走向世界的海南大学渴求有为青年，为此，我们拟继续举办第五届国际青年学者论坛，诚邀海内外不同学术背景的优秀青年学者莅临碧海蓝天、绿树白沙的海南岛，走进如火如荼、高速发展的自贸港，立业新海大，建功新时代。

The global FTP urgently needs talents from all around the world, and Hainan University is also eager for promising young talents. Therefore, we plan to continue to hold the 5th International Youth Scholars Forum, inviting outstanding young scholars with different academic backgrounds from home and abroad to visit Hainan Island and witness the rapid development of the FTP, so as to contribute to the development of HNU and the construction in the new era.

论坛拟就多学科学术前沿和热点问题开展学术研讨与合作，共设“自贸港发展与制度创新”、“生态文明”、“文化旅游”、“南繁与热带高效农业”、“海洋科技”、“全健康”、“信息技术”等七个研究领域的分论坛。

The forum plans to conduct academic discussions and cooperation on interdisciplinary academic frontiers and hot topics, with seven sub forums in the research fields of "Development and Institutional Innovation of Free Trade Port ", "Ecological Civilization", "Cultural Tourism", "Nanfan（summer crops breeding in southern winter） and Tropical Efficient Agriculture", "Marine Science and Technology", "One Health", and "Information Technology".

三、 报名条件

3、 Registration conditions

（一）团队负责人

1.年龄在45岁以下（特别优秀者可适当放宽），在海外著名高校、科研机构担任相当于副教授及以上职务，具有较高科研水平和较强科技创新能力，或在国际知名企业、科研机构担任高级职务的专业技术人才。

2.具有较强的学术能力，在本学科内具有相当的学术影响力，具有支持本学科保持或冲击国内先进水平的潜力；具有组织、策划国家级科研项目的经验；对本学科建设具有创新性构想，能在本学科的学科建设、人才培养等方面起到主力支撑作用。

（1） Team leader

1. Professional and technical personnel with sophisticated scientific research capability and technological innovation ability under the age of 45 (age can be appropriately relaxed if the individual is especially outstanding), holding positions equivalent to associate professor or above in renowned overseas universities and research institutions, or senior positions in internationally renowned enterprises and research institutions.

2. Possess strong academic abilities and significant academic influence within a certain discipline, with the potential to support the discipline in maintaining or challenging advanced domestic levels; Experience in organizing and planning national-level scientific research projects; Holding innovative ideas for the construction of the discipline and enabling to play a major supporting role in the discipline construction, talent cultivation, and other aspects of a certain discipline.

（二）教研骨干

1.年龄在35岁以下（特别优秀者可适当放宽），具有海外知名大学博士学位；或具有国内知名大学博士学位，且具有在海外知名高校、科研机构、知名企业研发机构等从事科研工作的经历；或目前已在海外内外其他科研机构或高校工作的优秀青年人才。

2.具有较好的学术能力，在本学科内具有一定的学术影响力；能在本学科的学科建设、人才培养等方面起到骨干作用。

（2） Teaching and research fellow

1. Under the age of 35 (age can be appropriately relaxed if the individual is especially outstanding), with a doctoral degree from a well-known overseas university; Or with a doctoral degree from a well-known university in China, and experience in scientific research work at renowned overseas universities, research institutions, or enterprise R&D institutions, etc; Or outstanding young talents who have already worked in other research institutions or universities domestically or internationally.

2. Possess good academic abilities with academic influence within a certain discipline; Be capable of playing a key role in the discipline construction and talent cultivation.

四、报名流程

1.报名：符合条件的海内外青年学者于11月30日前，使用网上报名系统进行注册并填写相关信息进行报名，报名时须选择线上或线下参会。

2.邀请与回执：学校将于12月5日前完成论坛邀请工作。

学校分批向受邀学者发送电子邀请函，请及时查收报名系统登记的邮箱。受邀学者须于收到邀请函后3天内填写回执并确认是否参会。

4、 Registration process

1. Registration: Qualified Chinese and foreign young scholars must register using the online registration system and fill in relevant information before November 30th. When registering, online or offline participation must be chosen.

2. Invitation and Receipt: HNU will complete the forum invitation work before December 5th.

HUN will send electronic invitation letters to invited scholars in batches. Please check the email registered in the registration system in a timely manner. The invited scholar must fill out a receipt and confirm whether to attend the conference within 3 days after receiving the invitation letter.

五、论坛日程

论坛时间：2023年12月22日-23日

（3）分论坛学术研讨会；

（4）学院交流座谈会；

（5）参观校史馆、相关实验室等。

5、 Forum Agenda

六、差旅及食宿支持

论坛期间学校为线下参会学者免费提供食宿，受邀者自订往返机票（限经济舱），来校据实报销。国际航班往返总限额10000元/人，国内航班往返总限额5000元/人。

6、 Travel and accommodation support

During the forum, HNU provides free accommodation and meals for offline participants, and invitees can book their own round-trip air tickets(limited to economy class), which will be reimbursed according to the actual situation. The total round-trip limit for international flights is 10,000 yuan per head, and the total round-trip limit for domestic flights is 5,000 yuan per head.

（一）海南大学高层次人才引进主要待遇

1.科研能力突出，在本专业领域取得优秀成果或突出业绩的带头人或骨干教师可通过学校特聘会一事一议的方式确定待遇薪酬。

2.对科研能力突出的优秀青年学者在入校时经学校特聘会议定可直接认定或高聘高级职称。

3.具有境外高校、科研机构、知名企业研发机构工作经历的优秀博士，根据其学术成果及科研潜力，可申请相应的人才层次及待遇。外籍高层次人才可采用年薪制。

（1） Main benefits for high-level talent introduction at Hainan University

1. Leaders or core teachers with outstanding scientific research abilities and outstanding achievements in their respective fields can determine their remuneration through the university's special recruitment committee, which will discuss each case.

2. Excellent young scholars with outstanding scientific research abilities can be directly recognized or appointed as a higher professional title by the university's special appointment meeting upon admission.

3. Excellent doctoral candidates with work experience in overseas universities, research institutions, and well-known enterprise R&D institutions can apply for corresponding talent levels and benefits based on their academic achievements and research potential. Foreign high-level talents can adopt an annual salary system.

（二）海南省高层次人才引进有关配套待遇

1.住房：报到后经海南省认定为领军（C类）及以上人才，符合海南省相关规定的可分别申请不超过150/180/200平方米的人才公寓一套，全职工作满5年由政府无偿赠与80%产权，满8年赠与100%产权；经海南省认定为拔尖（D类）或其他类（E类）人才，可分别申请5000元/月、3000元/月的住房租赁补贴或购房补贴，累计发放不超过3年。

2.海南省政府将为全职在琼工作的领军（C类）及以上人才购买每年6000元以上的商业健康团体保险，并享受年度健康体检服务。

3.其他相应层次对应享受落户、子女教育、配偶就业和医疗保障等方面的服务保障待遇。

4.符合海南省相关规定的人才可享受个人所得税实际税负超过15%的部分予以免征的优惠政策。

（2） Relevant supporting benefits for the introduction of high-level talents in Hainan Province

1. Housing: After reporting to Hainan Province and being recognized as a leading (Category-C) or above talent, those who meet the relevant regulations of Hainan Province can apply for a talent apartment with an area not exceeding 150/180/200 square meters. If they have worked full-time for 5 years or more, they will be given 80% of their property rights free of charge by the Hainan government, and if they have worked full-time for 8 years, they will be given 100% of their property rights free of charge; Those who are recognized as top (Category-D) or other (Category-E) talents by Hainan Province can apply for housing rental subsidies or purchase subsidies of 5000 yuan per month and 3000 yuan per month respectively, no more than 3 years.

2. The Hainan Provincial Government will purchase commercial health group insurance of over 6,000 yuan per year for leading (Category-C) and above talents working full-time in Hainan, and enjoy annual health examination services.

3. Other category talents shall enjoy service security benefits in areas such as household registration, children's education, spouse employment, and medical security.

4. Talents who meet the relevant regulations of Hainan Province can enjoy the preferential policy of exemption from the actual personal income tax burden exceeding 15%.
