一、项目基本情况

二、项目具体需求

1、合同履行期限:合同签订后15天内,供应商必须发货到采购人指定地点。货物运费及税费等全部费用,由供应商负责。中标供应商不得延误合同签订、货物交付时间。

2、服务要求:

2.1供应商提供的货物必须是原厂全新正品,必须符合国家检测标准相关要求,具有有关质检部门出具的产品检验合格证明,货物规格不允许有偏离情况。

2.2采购方应当及时安排工作人员在到货后按照订单对商品的种类、质量、规格、数量、包装、合格证进行验收。

2.3供应商提供的货物,其塑料包装材料应符合海南禁塑制品名录要求,如因包装材料、运输环节等被处罚,或由于包装和运输过程中造成产品损坏,一切责任由供应商负责。

2.4采购人验收合格后,经核准由采购人按合同规定和实际发票金额四周内支付货款,寒假及法定节假日付款时间向后顺延。

2.5供应商提供的货物验收不合格,须3个工作日内无条件退换货。

2.6在合同履行过程中,如遇不可抗拒的因素,中标供应商和采购人双方协商解决;合同未尽事宜和新增内容,由双方协商另补充增加协议条款。

3、本项目不接受联合体。

三、供应商的资格要求:

1.满足《中华人民共和国政府采购法》第二十二条规定;

2.提供2023年1月份以来任意一个月的社会保障资金缴纳证明(社保缴费单或银行付款单复印件加盖公章)和2023年1月份以来任意一个月的依法缴纳税收的证明复印件(须加盖公章,无税收月份打印零申报表);

3.参加本次采购活动前三年内,在经营活动中没有重大违法记录(提供声明)。

四、询价开启时间、地点

1、询价开启时间:2023年7月28日15点30分(北京时间),递交响应文件时间:2023年7月28日15点30分(北京时间),截止递交响应文件时间:2023年7月28日15点30分(北京时间),逾期不办。

2、地点:海南省海口市美兰区人民大道58号海南大学南海海洋资源利用国家重点实验室808室。

3、公告期限:自本公告发布之日起5个工作日。


五、响应文件中必须包含以下材料:

1、报价;

2、法定代表人身份证复印件或法定代表人授权委托书和受托人身份证复印件(加盖公章);

3、提供有效的营业执照副本复印件(如非“三证合一”证照,同时提供税务登记证副本复印件、组织代码机构证书复印件)(加盖公章);

4、2023年1月份以来任意一个月的社会保障资金缴纳证明(社保缴费单或银行付款单复印件加盖公章)和2023年1月份以来任意一个月的依法缴纳税收的证明复印件(须加盖公章,无税收月份打印零申报表);

5、按项目具体要求、需求提供安装及售后服务承诺。

六、供应商须知:

1、为避免因迟到而失去投标资格,请适当提前到达;

2、响应文件一份,文件须装订成册后密封在密封袋中,封口处有投标单位公章;

3、参加开标的供应商代表应签到以证明其出席;

4、本次采购活动由依法组成的询价小组进行供应商资格审查,通过资格审查的供应商,由询价小组根据符合采购需求、质量和服务相等且报价(一次报出不得更改的价格)最低的原则确定成交供应商;

5、评审活动结束后,确定成交的供应商将在海南大学师生事务保障中心网站上公示,公示15天内按照采购公告和中标人投标文件的规定,双方签订书面合同。如超过期限未签合同,采购人重新招标或顺延下一中标候选人。采购人对未成交的供应商不作落标原因解释;

6、成交供应商在规定时间内借故否认已经承诺的条件而拒签合同,以投标违约处理,须赔偿由此造成的经济损失;

7、本次询价一次包定,未经同意不得转包、转让。

Project Overview

Potential suppliers of the Gas Chromatograph Procurement Project of Hainan University should visit the website of the State Key Laboratory for Marine Resources Utilization in South China Sea (MRU) from 18:00 on July 18, 2023 to 18:00 on July 24, 2023 (Beijing Time) to obtain procurement documents, and submit paper response files in Room 309 of the laboratory of MRU before 15:30 on July 28, 2023 (Beijing Time).

l Project specific requirements

1. Contract performance period: Within 15 days after the contract is signed, the supplier must deliver the equipment to the location designated by the purchaser. The supplier shall be responsible for all costs such as freight and taxes for the equipment. The winning supplier

shall not delay the signing of the contract or the delivery.

2. Service requirements:

2.1 The goods provided by the supplier must be brand new and genuine from the original factory, must meet the relevant requirements of national testing standards, have a product inspection certificate issued by the relevant quality inspection department. No deviation from the specifications of the goods is allowed.

2.2 The purchaser shall promptly arrange staff to inspect the type, quality, specifications, quantity, packaging, and certificate of conformity of the goods according to the order upon arrival.

2.3 The plastic packaging materials of the goods shall comply with the requirements of the List of Hainan Prohibited Plastic Products. If the supplier is punished due to packaging materials, transportation links, or causes product damage during packaging and transportation, all responsibilities shall be borne by the supplier.

2.4 After acceptance is qualified, the purchaser shall pay the equipment within four weeks according to the contract provisions and the actual invoice amount. The payment time shall be accordingly postponed for winter vacation and statutory holidays.

2.5 If the equipment provided fail the acceptance inspection, supplier must be returned or exchanged unconditionally within 3 working days.

2.6 During the performance of the contract, in case of uncontrollable factors, the winning supplier and the purchaser shall negotiate and resolve the matter; Any matters not covered in the contract and any new content shall be supplemented by additional terms of the agreement through consultation between both parties.

3. This project does not accept consortia.


l Qualification requirements for suppliers:

1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China;

2. Provide a proof of payment of social security funds for any month since January 2023 (with a copy of the social security payment receipt or bank payment receipt stamped with an official seal) and a copy of the proof of legal tax payment for any month since January 2023 (with an official seal affixed, and a zero declaration statement printed for months without tax);

3. Within the three years prior to participating in this procurement activity, there were no significant illegal records in the business activities (provide a statement).

5. Provide installation and after-sales service commitments according to the specific requirements and needs of the project.


l Supplier Notice:

1. To avoid losing bidding qualification due to being late, please arrive appropriately in advance;

2. One response file, which must be bound into a volume and sealed in a sealed bag, with the official seal of the bidding unit at the sealing point;

3. Suppliers' representatives participating in the bid opening should sign in to prove their attendance;

4. This procurement activity will be conducted by a legally formed inquiry team for supplier qualification review. Suppliers who pass the qualification review will be determined by the inquiry team based on the principle of meeting procurement needs, equal quality and service, and the lowest quotation (a price just for once which is not to be changed);

5. After the evaluation activity is completed, the confirmed supplier will be announced on the website of the Student and Faculty Affairs Support Center of Hainan University. Within 15 days of the announcement, both parties will sign a written contract in accordance with the procurement announcement and the bidding documents of the winning bidder. If the contract is not signed after the deadline, the purchaser shall re-tender or postpone the next winning candidate accordingly. The purchaser will not provide an explanation for the reason for the bid being dropped for suppliers who have not yet completed the transaction;

6. If the successful supplier refuses to sign the contract by denying the promised conditions within the specified time, it shall be treated as a breach of contract in bidding and shall compensate for the economic losses caused thereby;

7. This inquiry is one-time and cannot be subcontracted or transferred without consent.
