Associate Research Professor Peng Zhao chairs blue carbon working group of IOC-WESTPAC

2023年4月4日-7日，联合国教科文组织政府间海洋学委员会（海委会）西太分会第十四次政府间会议在印度尼西亚雅加达举行。大会通过了海南大学南海海洋资源利用国家重点实验室(英文缩写为MRU)赵鹏副研究员提交的“成立西太区域蓝碳行动工作组的提案”。赵鹏副研究员担任工作组主席。

On April 4 to 7, 2023, the 14th intergovernmental conference of IOC-WESTPAC was held in Jakarta, Indonesia. The General Assembly adopted the “Proposal for the establishment of a blue carbon working group in the Western Pacific Region” submitted by Associate Research Professor Peng Zhao of State Key Laboratory of Marine Resources Utilization in South China Sea (MRU), and Zhao chaired the working group.

工作组由西太分会成员国科研人员、政策制定者、企业和非政府组织组成，计划利用2年时间通过年会、网络研讨会、培训班等形式构建区域蓝碳研究网络，总结区域蓝碳研究、保护和利用现状和问题，明确合作关键方向和内容，推动区域蓝碳实质性合作。工作组计划于2023年下半年在海口举办年度研讨会。

The working group is composed of research fellows, policy makers, enterprises and NGOs from WESTPAC, and it plans to spend two years in building a regional blue carbon research network through annual conferences, webinars and training sessions, so as to summarize the status and problems of regional blue carbon research, conservation and utilization, to identify key directions and contents of cooperation, and to promote substantive cooperation on regional blue carbon. The working group plans to hold an annual conference in Haikou in the second half of 2023.

海委会是负责支持全球海洋科学和服务的联合国机构，通过协调海洋观测、海啸预警和海洋空间规划等领域项目，协调150 个成员国共同努力保护海洋，推动海洋、海岸带和海洋生态系统管理。西太分会由东亚、东南亚、南太平洋和东印度洋22个成员国组成，于1989年成立。

IOC is a UN agency responsible for supporting global marine science and services, coordinating 150 members in a joint effort to protect the oceans and promote management of ocean, coastal zone and marine ecosystem through projects in the areas of ocean observation, tsunami warning, and marine spatial planning. The WESTPAC was established in 1989, and it has 22 members from East Asia, Southeast Asia, the South Pacific and the Eastern Indian Ocean.

海南大学长期致力于蓝碳基础科学、保护修复、核算方法、标准体系和政策措施研究，承担了自然资源部、科学技术部、海南省自然资源和规划厅、科学技术厅、生态环境厅相关蓝碳研究和政策支撑工作。

Hainan University has long been committed to research on basic science, conservation and restoration, accounting methods, standard systems and policy measures of blue carbon, and has undertaken relevant work for the Ministry of Natural Resources of the People’s Republic of China, Ministry of Science and Technology of the People’s Republic of China, Department of Natural Resources and Planning of Hainan Province, Hainan Provincial Department of Science and Technology, and Department of Ecology and Environment of Hainan Province.
