一、实验室简介
南海海洋资源利用国家重点实验室(State Key Laboratory of Marine Resource Utilization in South China Sea)是我国第一个针对南海海洋资源进行开发利用和保护研究的国家重点实验室。实验室以推动国家海洋资源利用为己任,聚焦南海海域,开发南海资源,服务国家战略。
实验室所有固定研究人员均具有博士学位,且大部分具有海外留学经历。实验室有两个省级院士工作站(林浩然院士、侯保荣院士),力求打造一支结构合理、基础扎实、思路活跃、极富朝气和创造力的高水准科研队伍。实验室现有杰出人才14人,其中国家杰出青年基金获得者1人,国家百千万人才工程5人。
根据国家需求、地方有用、学校可做三原则,实验室的研究定位于应用基础研究。实验室以国家南海战略及海南省经济社会发展需求为向导,设置了五大研究方向:南海海洋生物资源利用、南海海洋化学与生态、南海海洋矿物资源新材料利用、南海海洋动力资源、南海海洋信息资源化技术。通过机制创新、科研资源整合和学科交叉融合,发挥各种重要要素的协同作用,建设成为一个国家级高水平的多学科交叉融合涉海科研实验室。
在管理上,由国家科技部和海南省共同进行管理,实行“开放、流动、联合、竞争”的运行机制。实验室实行主任负责制,并设立实验室建设运行管理委员会和实验室学术委员会.其中管理委员会对实验室的行政工作、人员配置、资产、仪器设备购置、技术管理、环境安全、财务等事务进行统一管理。实验室学术委员会对实验室的研究方向和学术事宜包括科学研究、人才培养、学术交流等进行指导。

二、报考条件
(一)考生所持身份证件符合以下条件之一:
1.港澳地区考生持①香港或澳门永久性居民身份证和②《港澳居民来往内地通行证》或《港澳居民居住证》;
2.台湾地区考生持①在台湾居住的有效身份证明和②《台湾居民来往大陆通行证》或《台湾居民居住证》。
(二)考生学业水平须符合以下条件:
报考攻读博士学位研究生须具有与内地(祖国大陆)硕士学位相当的学位或同等学力。
(三)品德良好、身体健康。
(四)有两名与报考专业相关的副教授以上或相当职称的学者书面推荐。(模板见附件2)
三、招生专业

四、报名时间、地点、方法及相关报名程序
面向香港、澳门、台湾地区(以下简称“面向港澳台”)研究生报名包括网上报名和网上(现场)确认两个阶段。所有参加面向港澳台研究生招生考试(考核)的考生均须进行网上报名,并网上(现场)确认网报信息和缴费。
(一)网上报名时间:2023年2月10日至2月25日。
(二)请有意报考南海国重的学生先与南海国重导师取得联系确认博导资格和报考专业,再通过学院进行报考(可与学院说明报的是国重的导师)国重导师名单及联系方式详见:研究队伍-南海海洋资源利用国家重点实验室 (hainanu.edu.cn)
(三)所有考生须登录“面向港澳台招生信息网”(网址:http://www.gatzs.com.cn)进行网上报名及上传电子照片,并按报考点要求对报名信息进行网上(现场)确认及缴费,具体时间由各报考点自行确认和公布,逾期不再补办。
(四)考生应按报考点要求,在网上(现场)确认时提交报名材料、完成网报信息核对手续。报名信息经考生确认后一律不作修改,因考生填写错误引起的一切后果由考生自行承担。

五、博士入学考核
我校攻读博士生学位研究生招生统一采用“申请-考核”方式,考核时间预计在2023年4月份,具体考核方式参见我校面向内地(祖国大陆)研究生的“申请-考核”相关办法。
通过网上(现场)报名确认的考生,须在2023年3月21日-4月10日期间,凭准考证有关信息,登录海南大学研究生招生网上报名系统,上传有关材料,包括:
1.海南大学2023年报考攻读博士学位研究生登记表
该表由报名系统生成,报名信息提交后,可下载打印。
2.个人简历(带照片)
3.报考海南大学博士学位研究生研究计划书(模板见附件1)
研究计划书应包含拟致力于研究的科学问题、已有基础、基本思路、研究方法以及预期目标等。
4.身份证明材料
5.学历学位证书或在学硕士证明
提供本科阶段、硕士研究生阶段的毕业证书和学位证书;如在国外高校取得学位的考生,还须提供“教育部留学人员服务中心”的认证证书;
应届硕士毕业生提供学生证和应届硕士生证明信(在读证明或学籍证明)(以所在高校证明模板为准,且加盖校级研究生院、处、部相关培养部门公章)。
6.前置学历的《中国高等教育学历认证报告》
※持2002年前(含)毕业的高等教育学历证书的考生需提供:
(1)本科(含专升本以及自学考试本科学历等)阶段毕业证书的《中国高等教育学历认证报告》,可登陆中国高等教育学生信息网(学信网)https://www.chsi.com.cn/查询申请;
(2)硕士研究生阶段毕业证书的《中国高等教育学历认证报告》,方式同上。
※持2002年后毕业的高等教育学历证书的考生:
(3)应提前在学信网上查询《教育部学籍在线验证报告》(应届生身份考生)或《教育部学历证书电子注册备案表》(往届生身份考生)。未能通过学历(学籍)网上校验的考生应提供上述《中国高等教育学历认证报告》。

7.硕士阶段仅有硕士学位证书的(单证)考生,应同时提供以下证明:
(1)硕士学位认证报告,可登陆中国高等教育学生信息网(学信网)使用学位认证系统(https://xwrz.chsi.com.cn/gateway)申请;
(2)本科(含专升本以及自学考试本科学历等)阶段毕业证书的《中国高等教育学历认证报告》或《教育部学历证书电子注册备案表》。

8.硕士课程成绩单
需提供硕士阶段的课程成绩单,并加盖校级研究生培养单位公章(若为复印件需加盖档案管理部门公章)。
9.硕士学位论文摘要
包括硕士论文题目、指导教师、论文摘要和创新性总结。
10.代表性的科研成果以及获奖证书
包括代表性的学术论文、申请专利、获得科技奖励以及参与科研项目情况等;所获得的各类与申请博士有关的获奖证书。
11.外国语水平证明材料
外国语水平证书、成绩单、留学经历证明等。
12.以同等学力身份报考的考生
须参照我校面向内地(祖国大陆)博士研究生招生简章提供相关证明材料。
本年度我校学术学位博士研究生暂不招收同等学力考生。

14.《专家推荐书》
须下载《专家推荐书》(模板见附件2),按照要求提供至少两位专家的推荐理由和意见(推荐专家一般为考生的硕士导师或与报考学科专业(领域)相关的副教授以上(或相当专业技术职称人员);签名手写,其他内容手写、打印均可),由推荐人在信封封口处骑缝签字。现场(或网上)确认时提交。
六、录取
根据考生的报名资料、导师意见、初试和复试成绩及体检结果择优录取,并在我校研究生院网上公示。
新生报到时,我校对新生进行入学资格复查,不符合入学条件者,取消入学资格。
七、入学
录取考生应按规定时间报到入学,如有特殊原因不能按时报到,须书面向学校请假,无故逾期两周不报到者,取消入学资格。
八、学位
我校面向港澳台研究生与面向内地(祖国大陆)研究生执行统一的毕业及学位授予标准,学习年限规定也与我校面向内地(祖国大陆)研究生相同。

I. Introduction
The State Key Laboratory of Marine Resource Utilization in South China Sea (MRU) is the first state key laboratory in China to conduct research on the development, utilization and conservation of marine resources in the South China Sea. Focusing on the South China Sea, MRU takes the responsibility of promoting the utilization of national marine resources, developing the South China Sea resources and serving the national strategy.
All faculty in MRU have Ph.D. degrees, and most of them have overseas study experience. MRU has two provincial academician workstations (academician Haoran Lin and academician Baorong Hou), and strives to build a high-level scientific research team with reasonable structure, solid foundation, active ideas, energy and creativity. There are 14 Outstanding Talents in MRU, including one National Outstanding Youth Science Fund Project recipient and five National “One-hundred plus One-thousand plus Ten-thousand Talent Project” recipients.
According to the three principles of “national demand, local usefulness and university strength”, MRU focuses on the applied basic research. Taking the national South China Sea strategy and the economic and social development needs of Hainan Province as the guide, MRU has set up five major research orientations: the utilization of marine ecological resources in the South China Sea, the marine chemistry and ecology, the utilization of new materials of marine mineral resources in the South China Sea, the marine power resources, and the marine information recycling technology in the South China Sea. Through mechanism innovation, integration of scientific research resources and cross-fertilization of disciplines, the synergy of various important elements is brought into play to build a national high-level multidisciplinary laboratory specializing in the sea.
In terms of management, MRU is jointly managed by the Ministry of Science and Technology of the People’s Republic of China and Hainan Province, and its operating mechanism is “openness, mobility, collaboration and competition”. MRU is under the director’s responsibility system, and a management committee for the construction and operation and an academic committee have been established. The management committee manages the administrative work, staffing, assets, instruments and equipment acquisition, technical management, environmental safety, finance and other matters of MRU. The academic committee provides guidance on the research direction and academic matters, including scientific research, personnel training, and academic exchanges.

II. Application Conditions
ⅰ. Applicants holding identity documents must meet one of the following conditions:
1. Hong Kong and Macao applicants ① Hong Kong or Macao permanent resident identity card and ② Mainland Travel Permit for Hong Kong and Macao Residents or Mainland Residence Permit for Hong Kong and Macao Residents.
2. Taiwan applicants ① a valid proof of residence in Taiwan and ② Mainland Travel Permit for Taiwan Residents or Mainland Residence Permit for Taiwan Residents.
ⅱ. The applicant’s academic level must meet the following conditions:
Applicates must have a degree equivalent to the bachelor’s degree in the Chinese mainland.
ⅲ. Good moral quality and physical health.
ⅳ. Recommendation letters of two scholars with the title of associate professor or above or equivalent.

IV. Application Schedule, Place, Methods and Procedures
Students should register online and confirm the related information online (on-site). All candidates who take the entrance examination (assessment) must apply online, confirm online (on-site) and pay the fees in time.
ⅰ. Online Application Schedule: February 10 to February 25, 2023.
ⅱ. Students who are interested in MRU should first get in touch with supervisors in MRU to confirm their qualifications as well as the majors, and then they should apply through the specific college (they can explain to the college that they are applying for the MRU supervisors). The list of MRU supervisors as well as their contact information are detailed in the website of MRU (https://hb.hainanu.edu.cn/nanhaihaiyang/yjdw.htm).
ⅲ. All candidates must log on the “Admissions Information Website of Mainland Universities for Hong Kong, Macao and Taiwan students” (http://www.gatzs.com.cn) for online registration and uploading electronic photos, and for online (on-site) confirmation of application information and payment according to the requirements of Hainan University. The specific time will be determined and announced by Hainan University. Late application will not be accepted.
ⅳ. Candidates should submit their application materials and complete the online (on-site) confirmation procedures in accordance with the requirements. All the consequences caused by the candidates’ filling errors shall be borne by the candidates themselves.

V. Doctoral Entrance Assessment
The unified application-assessment method for admission of doctoral students is expected to be adopted in April 2023, and the specific method is described in the “application-assessment” policy for graduate students in the Chinese mainland.
Candidates who have passed the online (on-site) application confirmation must log on to the online graduate application system of Hainan University between March 21 and April 10, 2023, and upload relevant materials, including:
1. Registration Form for Candidates Applying for Doctoral Degree 2023
The form is generated by the application system and can be downloaded and printed after the application information is submitted.
2. Resume (with photo).
3. Research plan during the doctoral period (see Annex 1 for an example).
The research plan should contain the scientific issue to be devoted to, the existing foundation, the basic idea, the research method and the expected goal, etc.
4. Identification documents.
5. Master’s degree certificate or master education certificate.
Students should provide the graduation and degree certificates of bachelor and master. If they have obtained the degree in foreign universities, they must also provide the certificate from the Chinese Service Center for Scholarly Exchange.
Fresh master graduates should provide their student ID card and a letter of proof (proof of enrollment or student status). The proof should be based on the template given by the university of the candidates, and it should be stamped with the official seal of the relevant departments of the university.
6. Online Verification Report of Higher Education Qualification Certificate for the previous degrees.
※ Candidates holding higher education certificates gained before 2002 (inclusive) are required to provide:
(1) Online Verification Report of Higher Education Qualification Certificate for the bachelor certificates, which can be found on the China Higher-education Information and Student Information at https://www.chsi.com.cn/.
(2) Online Verification Report of Higher Education Qualification Certificate for the master certificates. The search method is the same as that above.
※ Candidates holding higher education certificates graduated after 2002:
(3) Candidates should check the Online Verification Report of Student Record (for candidates with fresh student status) or the Online Verification Report of Higher Education Qualification Certificate (for candidates with previous student status) on the China Higher-education Information and Student Information in advance. Candidates who fail to pass the online verification of higher education qualifications (student record) should provide the Online Verification Report of Higher Education Qualification Certificate mentioned above.
Attention:
The processing cycle of the Online Verification Report of Higher Education Qualification Certificate is usually about 1 month. Please apply for it in advance. If there is any difference, the instructions and procedures on the China Higher-education Information and Student Information shall prevail.
7. Candidates who have only master’s degree certificate should also provide the following materials:
(1) Master’s academic degree credentials report, which can be applied in China Higher-education Information and Student Information (https://xwrz.chsi.com.cn/gateway);
(2) The Online Verification Report of Higher Education Qualification Certificate or Online Verification Report of Higher Education Qualification Certificate of the bachelor’s certificates.
Attention:
It generally takes at least 18 working days to process the degree credentials report. Please apply for it in advance. If there is any difference, the instructions and procedures on the China Higher-education Information and Student Information shall prevail.
8. Transcript during Master’s Study
Candidates should provide the transcripts during master’s study which are stamp by the official seal of the graduate school (if they are copies, the official seal of the records management department should be added).
9.The abstract of the master’s dissertation
The materials about the master’s dissertation should include the title, the supervisor, the abstract and the innovative summary.
10. Representative scientific achievements and award certificates
Representative academic papers, patents, scientific and technological awards, scientific research projects involved, etc.; all kinds of award certificates related to doctoral application.
11. Materials proving foreign language proficiency.
Certificates of foreign language proficiency, transcripts, proof of education abroad, etc.
12. Candidates with the equal educational level
Candidates with the equal educational level must provide relevant documents with reference to the admission regulations of Hainan University for doctoral students from the Chinese Mainland.
This year, Hainan University does not accept candidates with the equal educational level for academic doctoral students.
13. Other materials required by the specific college.
14. Letter of Recommendation
Candidates should download the “Letter of Recommendation from Experts” (see Annex 2 for an example) and provide the recommendation opinions of at least two experts as required (the experts are usually the candidate’s master’s supervisor or the person with the title of associate professor or above (or equivalent professional and technical title) related to the discipline (field) applied for; signature should be handwritten, and other contents can be handwritten or printed), and the experts should sign at the seal of the envelope with a seam. Candidates submit the letters during on-site (or online) confirmation.
VI. Admission
Candidates will be admitted on the basis of their application information, grades of the preliminary and secondary examinations, and the results of the medical examination, and the list will be announced on the website of the Graduate School of Hainan University.
When the new students check in, Hainan University will review their admission qualifications, and those who do not meet the admission requirements will be
eliminated.
VII. Entrance
If there is any special reason for not checking in, the studets must apply for a leave in a written form. The opportunity of entrance of those who do not check in for two weeks since the term begins will be cancelled.
VIII. Degree
Graduate students from Hong Kong, Macao and Taiwan and those from the Chinese mainland are subject to the same graduation and degree awarding standards as well as the same regulations on the length of schooling.
