南海海洋资源利用国家重点实验室第二届学术委员会第一次会议顺利召开

The first meeting of the second academic committee of State Key Laboratory of Marine Resources Utilization in the South China Sea was successfully held

南海海洋资源利用国家重点实验第二届学术委员会第一次会议于2021年11月28日在海南大学国家重点实验室107会议室召开，会议在线上线下同步进行，新一届学术委员会名誉主任苏纪兰院士、学术委员会主任戴民汉院士、副主任林元华教授、甘剑平教授、杨红生研究员、杨进教授及学术委员会委员包振民院士、王凡研究员、柴扉研究员、余克服教授、赵美训教授、田纪伟教授等12名学术委员，海南省科学技术厅领导、海南大学领导、海南大学海洋学院、海南大学土木建筑工程学院、海南大学化学工程与技术学院、海南大学材料科学与工程学院领导及实验室成员26人参加了会议。海南大学科学技术发展院院长邹勇华教授主持会议开幕式，在开幕式上海南大学校长骆清铭院士向历届学术委员、新一届的学术委员以及与会的专家致谢。他表示，实验室的建设发展离不开学术委员会在把握实验室发展战略、宏观指导、凝聚学术方向等重大事务中发挥的至关重要的作用和给予的宝贵意见。

The first meeting of the second academic committee of the State Key Laboratory of Marine Resources Utilization in the South China Sea (MRU) was held on November 28, 2021 in MRU Conference Room 107. The meeting was held simultaneously online and offline. The attendees included 12 academic committee members (Academician Jilan Su, Academician Dai Minhan, Professor Yuanhua Lin, Professor Jianping Gan, Research Fellow Hongsheng Yang, Professor Jin Yang, Academician Zhenmin Bao, Research Fellow Fan Wang, Research Fellow Fei Chai, Professor Kefu Yu, Professor Meixun Zhao, Professor Jiwei Tian), leaders of Department of Science and Technology of Hainan Province, Hainan University, School of Marine Sciences, School of Civil Engineering and Architecture of Hainan University, School of Chemical Engineering and Technology of Hainan University, School of Materials Science and Engineering of Hainan University, and 26 members of MRU, and Professor Yonghua Zou, Dean of Hainan University Research Development Office, presided over the opening ceremony. At the opening ceremony, Academician Qingming Luo, President of Hainan University, thanked all the academic committee members and the experts present. He said that the development of MRU could not be achieved without the valuable advice of the academic committee in making development strategies, giving macro guidance and making academic orientation clear.

会议上午议程为主任工作报告，由戴民汉院士主持，高树基做了实验室2016-2021年工作总结报告，内容涵盖实验室概况及总体进展、队伍建设、人才培养、研究成果、开放交流与运行管理等方面的工作，以及实验室的战略发展规划。

The part of the meeting in the morning was the Director’s Work Report, which was chaired by Academician Minhan Dai. Director Shuh-Ji Kao gave a summary report of the work of MRU (2016-2021), covering the overview and overall progress, talent team building, personnel training, research achievements, communication with other institutes, operation management, as well as the strategic development plan.

2016-2021年，实验室发扬优势、突出特色、补上短板，持续健康发展。在科学研究方面，新增纵向项目 271项，累计合同经费超2.3亿元，其中，国家重点研发计划（含子课题）9 项、国家自然科学基金重点项目 2 项、海南省重大科技专项 15 项、海南省重点研发计划 41 项；获得省部级科研进步奖 11项；发表SCI论文 1102 篇，Science、Science Immunology、Nature Communications、 Nature Sustainability、Advanced Materials、Angew Chem Inter Ed等高水平SCI论文 26 篇；设计建成中国首个热带海洋牧场。在研究方向方面，以永续海洋+智慧海洋+透明海洋，为海洋学科长期发展定位与布局，增加了海洋化学与生态和海洋动力方向；在队伍建设方面新增中组部引进海外高层次人才 5 人，教育部长江学者特聘教授 1 人，国家百千万人才工程4人，海南省院士工作站/院士团队创新中心9个，形成科学家-技术人员-行政支撑体系；在平台建设方面建成大型仪器设备公共平台，并启用了开放共享的运行机制；实施“本科、硕士、博士、博士后”全覆盖的提升计划，设立优秀硕士/博士奖学金；搭建了多种形式的学术交流平台，推进开放交流与合作；在学科发展方面为海南大学认证“南海海洋资源开发利用”教育部学科群、材料科学与工程、化学工程与技术两个学科进入ESI全球前1%做出了突出贡献。

From 2016 to 2021, MRU had made full use of its advantages, highlighted its features and remedied its shortcomings, thus enjoying a sustainable and healthy development. In terms of scientific research, 271 new government-sponsored research projects were added, including 9 National Key R&D Programs (including sub-projects), 2 Key Programs of National Natural Science Foundation of China, 15 Hainan Provincial Special Funds for Major Scientific and Technological Projects, and 41 Hainan Provincial Key R&D Programs, and the accumulated contract funding exceeded 230 million yuan. It won 11 provincial and ministerial research progress awards and published 1,102 SCI papers, among which 26 papers had been published in Science, Science Immunology, Nature Communications, Nature Sustainability, Advanced Materials, Angew Chem Inter Ed and other high-level journals. And it had designed and built China’s first tropical marine ranching. In terms of research orientation, the long-term development and layout of the marine discipline was based on “sustainable ocean + intelligent ocean + transparent ocean”, and the orientation of marine chemistry & ecology and marine dynamics had been added. In terms of talent team building, it had introduced 5 high-level overseas talent, 1 Chang Jiang scholar, 4 talents under the national “One-hundred plus One-thousand plus Ten-thousand Talent Project”, and established 9 academician workstations / academician research team innovation centers in Hainan Province, forming a scientist-technical staff-administration system. In terms of platform construction, the public platform of large instruments and equipment had been built and the operation mechanism of openness and sharing had been activated. It had set up a plan covering undergraduates, masters, doctoral students and post-doctoral fellows, and established a MRU Scholarship for Outstanding Master/Ph.D. Students. Various forms of academic exchange platforms had been built to promote academic exchanges. In terms of discipline development, it had made great contributions to the accreditation of the “South China Sea Marine Resources Development and Utilization” discipline cluster of Ministry of Education of Hainan University and to the entry of Materials Science and Engineering and Chemical Engineering and Technology into the top 1% of ESI.

学术委员会主任戴民汉院士主持座谈及评议环节。与会委员与专家审议了实验室工作报告，高度肯定实验室5年来的工作,认为实验室特色鲜明，成果显著，在热带海洋牧场、海水提铀、海洋微生物研究、海洋生态等方面取得的显著进展，并就实验室的中长期发展规划提出意见和建议。与会委员与专家提出，实验室在定位上需要清晰诊断实验室的地利人和，应该继续结合国家南海战略凝练科研方向，结合区域优势积极服务于海南省自贸港建设，加强学科交叉，支持发展原创性思想和理论，获得技术进步和突破；希望依托单位加强实验室能力建设，加强人才引进和平台建设，在体制机制上给予倾斜政策。提升科研实力，建立学术高地，加强对外合作，促进成果转化，促进优秀科技成果展产出，带动海南省经济发展。戴民汉院士总结陈词，表示过去五年取得的成绩来之不易，振奋人心。他强调，国家对海洋的重视是前所未有的，未来十年是中国海洋学科发展的关键时期，南海海洋资源利用国家重点实验室应聚焦南海，面向国家需求，打造研究平台、承担国家重大战略任务、引领组织国际大科学计划。

Academician Minhan Dai, Director of the academic committee, presided over the discussion and review session. The committee members and experts listened to the work report of MRU and highly affirmed the work of MRU in the past five years. They considered that MRU had distinctive features and remarkable achievements, and made significant progress in tropical marine ranching, seawater uranium extraction, marine microorganism research and marine ecology, and put forward opinions and suggestions on the medium and long-term development of MRU. They suggested that MRU needed to clearly recognize its advantages in terms of positioning and continue to make scientific research orientations clear in combination with the national strategy, actively serve the construction of the free trade port while utilizing the regional advantages, strengthen discipline integration, support the development of original ideas and theories, and obtain technological progress and breakthroughs. They hoped that Hainan University would strengthen the laboratory capacity building, strengthen the introduction of talent and platform construction, and give more favorable policies. Besides, they hoped that MRU would enhance its scientific research strength, establish academic highlands, strengthen cooperation with others, promote the transformation of achievements and the output of excellent scientific and technological achievements, thus driving the economic development of Hainan Province. Academician Minhan Dai concluded that the achievements made in the past five years were precious and inspiring. He emphasized that China’s attention to the ocean was unprecedented, and the next decade was a critical period for the development of China’s marine disciplines. Therefore, MRU should focus on the South China Sea, cater to the national needs, build research platforms, undertake major national strategic tasks, and lead and organize international scientific programs.

下午议程为青年学者报告，由高树基教授主持，万逸、袁益辉、王赛、谭萼辉、郑旭峰、田新龙等科研人员分别做学术进展报告。

The part in the afternoon was the Young Scholars’ Report, which was chaired by Professor Shuh-Ji Kao, and research fellows such as Yi Wan, Yihui Yuan, Sai Wang, Ehui Tan, Xufeng Zheng and Xinlong Tian made reports on academic progress.
