The Ministry of Science and Technology of the People’s Republic of China inspected the preparatory work of State Key Laboratory of Marine Resources Utilization in South China Sea

9月19日上午，科技部基础研究司科研基地处处长傅小锋一行莅临学校考察省部共建南海海洋资源可持续利用国家重点实验室申报筹备工作情况，省科技厅党组书记叶振兴，海南大学校长李建保陪同考察，并在办公楼401会议室召开座谈会。叶振兴主持座谈会。

On the morning of September 19, 2017, Xiaofeng Fu, Director of the Research Base Department of the Department of Basic Research of the Ministry of Science and Technology of the People’s Republic of China inspected the preparatory work of the State Key Laboratory of Marine Resources Utilization in South China Sea (MRU) under the accompany of Zhenxing Ye, Secretary of the Leading Party Members’ Group of Hainan Provincial Department of Science and Technology, and Jianbao Li, President of Hainan University, and they had a seminar hosted by Zhenxing Ye in the MRU Conference Room 401.

在听取省部共建国家重点实验室申报筹备工作情况汇报后，傅小锋说，省部共建国家重点实验室是区域创新的重要体系，是推动区域地方经济社会发展的重要载体。他就如何做好重点实验室申报的相关工作给出四点方向性建议：一要立足学科优势，找准学科交叉，结合产业需求，确定研究方向；二要有一流的实验系统，重点做好实验室人才引进和项目管理工作；三要瞄准国家和地方经济建设发展需求，提高承担国家重大科研项目的能力，努力争取国家级科研项目，研发出一流的科研成果；四要搭建良好的学术氛围，制定年轻优秀人才脱颖而出的政策，实现实验室的良性可持续发展。

After listening to the report on the preparation of MRU, Xiaofeng Fu said that the state key laboratory co-sponsored by province and Ministry of Science and Technology of the People’s Republic of China is an important system of regional innovation and also a significant carrier to promote regional economic and social development. He gave four suggestions on how to declare state key laboratories. First, utilize the disciplinary advantages, find the right interdisciplinary points, and determine the direction of research in accordance with industrial needs. Second, have a first-class experimental system and focus on the introduction of talents and project management. Third, find the national and local economic construction and development needs, improve the ability to undertake major national research projects, and strive for first-class scientific research achievements. Fourth, build a good academic atmosphere, formulate policies for young talents to stand out, and realize the benign and sustainable development of the laboratory.

座谈中，李建保代表海南大学向傅小锋一行的到来表示欢迎，并介绍了学校科研工作的基本情况；叶振兴在会上转达了刘赐贵省长的重要指示，并表示会在资金和政策等方面大力支持学校建设南海海洋资源可持续利用国家重点实验室。

During the seminar, Jianbao Li, on behalf of Hainan University, expressed warm welcome to the arrival of Xiaofeng Fu and introduced the basic situation of Hainan University’s scientific research work. Zhenxing Ye conveyed the important instructions of Governor Cigui Liu at the seminar and said Hainan Province would strongly support the building of MRU in terms of funding and policies.

省科技厅有关处室负责人，海南大学科研处、海洋学院、信息科学技术学院、土木建筑工程学院、材料与化工学院负责人和部分实验室科研骨干参加了座谈会。

The seminar was attended by people in charge of the relevant departments and offices of the Ministry of Science and Technology of Hainan Province, Research Administration Department of Hainan University, College of Oceanography of Hainan University, College of Information Science and Technology of Hainan University and College of Materials and Chemical Engineering of Hainan University, as well as experts and scholars in related fields.

据了解，海南国际旅游岛建设和“21世纪海上丝绸之路”国家战略的实施，为海南依托海洋优势，加快发展海洋产业和促进海洋经济发展提供了良好的机遇。省部共建“南海海洋资源可持续利用国家重点实验室”将整合海南大学已有的科研建设和学科资源优势，从海南省社会经济发展和学科建设的需要出发，以南海海洋生物资源、海洋药物、海洋生态环境、海洋工程与材料、海洋信息技术等为研究对象，全面、系统地开展南海海洋工程与资源可持续利用的基础和应用基础研究。同时着眼于建立具有热带特色的南海海洋工程与资源可持续利用理论体系和技术平台，将实验室建成为国内一流的热带海洋学科研究中心，为国家实施“海洋强国”战略提供强有力的科技支撑。

The construction of Hainan International Tourism Island and the “21st Century Maritime Silk Road” provides a good opportunity for Hainan, relying on the advantages of the sea, to accelerate the development of marine industries and marine economy. MRU, from the perspectives of social and economic development of Hainan Province and the needs of discipline construction, will integrate the existing scientific research resources of Hainan University and carry out basic and applied basic research on marine engineering and sustainable utilization of resources in the South China Sea in a comprehensive and systematic manner with marine bioresource, marine medicine, marine ecology and environment, marine engineering and materials, and marine information technology as the research objects. At the same time, Hainan University will build MRU into a first-class tropical marine research center in China by establishing a theoretical system and a technical platform for marine engineering and resources sustainable utilization in the South China Sea, so as to provide strong scientific and technological support for the implementation of “building a strong maritime nation” strategy.
