State Key Laboratory of Marine Resources Utilization in South China Sea launched the construction of scientific research teams

10月27日下午，南海海洋资源利用国家重点实验室科研团队启动动员大会在办公楼401会议室举行, 标志着南海海洋资源利用国家重点实验室高水平科研团队建设开启。校党委书记武耀廷，实验室主任、校长李建保，副校长刁晓平、曹阳、陈险峰及实验室各科研团队负责人出席会议。会议由李建保主持。 武耀廷表示，万事开头难，实验室目前尚处于起步阶段，国家级人才相对较少，需要认真总结经验教训，以先进管理体制和运行机制调动现有科研人员的积极性，争取更多国家级项目，产出更多重大成果，更好地结合国家发展战略需要，服务地方经济社会发展。武耀廷强调，实验室的搬迁工作要坚持充分讨论、风险控制、留有余地的原则制定搬迁方案，并根据实际情况确定搬迁范围，实现实验用房的优化配置和可持续发展。 李建保对实验室当前工作进行部署，要求各科研团队充分认识实验室的国家战略导向作用，按照任务分解表，扎实推进科学研究、人才引进、国际合作等工作。努力将实验室建设成为国家级人才聚集地、国家级项目研究地、国家级成果产出地；建设成为特色鲜明、集众所长的国际化、开放型国家重点实验室。会议宣布了实验室第一批入选科研团队及骨干成员名单、各科研团队2016—2020年任务分解表及2016年任务分解表，通报了实验室的科研成果奖励办法、人才引进计划和管理办法、客座教授和研究人员管理办法，明确了实验室国内、国际合作任务及实验室搬迁方案等事宜。 实验室各团队科研骨干、仪器设备平台管理负责人、科研秘书、行政秘书参加了会议。

On the afternoon of October 27, 2016, the mobilization meeting for launching the research teams of the State Key Laboratory of Marine Resources Utilization in South China Sea (MRU) was held in MRU Conference Room 401, marking the beginning of the construction of the high-level research teams of MRU. The meeting was attended by Yaoting Wu, Secretary of the Party Committee of Hainan University; Jianbao Li, Director of MRU and President of Hainan University; Xiaoping Diao, Cao Yang and Xingfeng Chen, Vice Presidents of Hainan University; heads and backbones of all research teams of MRU; people in charge of instrument and equipment platform management of MRU; research secretary and administrative secretary of MRU. The meeting was chaired by Li Jianbao. Yaoting Wu said that MRU was still in the initial stage and there were relatively few national talents, so it was necessary to mobilize the enthusiasm of the existing researchers with advanced management system and operation mechanism, strive for more national projects, produce more significant achievements, better cater to the needs of national development strategy and serve economic and social development of Hainan. Yaoting Wu also stressed that the relocation of MRU should adhere to the principles of “having full discussions, controlling risks carefully and allowing for unforeseen circumstances” and then determine the scope of relocation according to the actual situation to achieve the optimal allocation of space and sustainable development. Jianbao Li deployed the current work of MRU and asked research teams to fully understand the role of MRU in realizing the related national strategies, and to solidly promote scientific research, talent introduction and international cooperation in accordance with the task schedule, so as to build MRU into a national pool of talents, national research projects and national achievements, and into an internationalized and open laboratory with distinctive features and strengths. The meeting announced the list of the first batch of selected research teams and key members of MRU and the annual tasks of each research team from 2016 to 2020, explained the rewarding methods of scientific research achievements, talent introduction plan and management methods, management methods of visiting professors and researchers, and clarified the tasks of domestic and international cooperation and the relocation plan.
