海南省降解塑料技术创新中心（筹）（以下简称“创新中心”）是在海南省科技厅指导下，由中科院理化所牵头，联合海南大学、海南省产品质量监督检验所共建的省级创新平台，是海南省在降解塑料领域内开展科学研究、人才培养、学术交流、咨询服务和成果转化的省级技术创新载体。

Hainan Degradable Plastics Technology Innovation Center (Preparatory) (hereinafter referred to as innovation center) is jointly established by Institute of Physical and Chemical Technology of Chinese Academy of Sciences, Hainan University and Hainan Product Quality Supervision and Inspection Institute. It is a provincial technology innovation carrier for scientific research, personnel training, academic exchange, consulting service and transformation of scientific achievements in the field of degraded plastics in Hainan Province.

生物降解塑料制品是海南“禁塑”后的重要替代品种类之一，随着“禁塑”工作的持续推进，生物降解塑料产业得到蓬勃发展，然而该行业仍处于产业发展初期，面临着许多问题和挑战，亟待在新产品、新工艺、新装备等方面不断推陈出新，为了创造良好的科研条件和学术氛围，吸引国内外优秀研究人员共同攻关、联合攻关，促进高水平成果产出，创新中心特设立开放课题，解决行业中存在的难点、痛点问题，欢迎申请。

Biodegradable plastic products are one of the important alternatives after the “plastic ban” in Hainan. With the continuous promotion of “plastic ban”, the biodegradable plastic industry has been flourishing. However, the industry is still in the early stage of industrial development, facing many problems and challenges of creating new products, crafts and equipment. In order to create good research conditions and academic atmosphere, attract excellent researchers from home and abroad to work together, and promote high-level output, the Innovation Center has set up an open project to solve the difficulties in the industry.

申请对象

Qualifications for Applicants

国内外具有中级职称及以上的，或具有博士学位的研究人员。

Domestic and foreign researchers with intermediate titles or above, or researchers with doctoral degrees.

申请程序

Application Procedure

填写海南省降解塑料技术创新中心（筹）开放课题申请书。

提交两份纸质课题申请书（需盖章）和电子版申请书。

申报截止日期后，组织专家对申请书进行评审，择优立项。

Fill in the application form for the Hainan Degradable Plastics Technology Innovation Center (preparatory) Opening Project.

Submit two copies of paper subject application form (sealed) and electronic version of the application form.

After the application deadline, experts will be organized to evaluate the applications and establish the projects on merit.

课题使用与管理

Subject Use and Management

研究时限为1年，因特殊原因无法按期完成，最长可延期半年；

单个课题最大资助额3万元；

经费专用于课题研究支出，不挪作他用；

课题经费分两批划转，立项后划转70%，待验收通过后划转30%。

Research time limit is one year with a maximum extension of six months if the project cannot be completed on time for special reasons.

Maximum foundation amounts up to 30,000 RMB for a single subject.

The foundations are dedicated to the research of the subject and will not be diverted to other fields.

The foundations will be transferred in two batches, 70% after the project is established and 30% after the acceptance.

课题及成果管理

Subjects and Achievements Management

资助课题结束后，必须向实验室提交研究工作总结，学术论文、专利或报告，课题工作中的原始资料，档案及目录。

申请人须在国际或国内核心期刊上发表不少于1篇学术论文和申请不少于1项发明专利方可参加结题验收。

发表论文时，必须共同署名，署名排序须征得双方同意。单位署名：海南省降解塑料技术创新中心，英文：Hainan Degradable Plastics Technology Innovation Center。论文注明：由“海南省降解塑料技术创新中心开放课题基金”资助，英文：The project was supported by Opening Foundation of Hainan Degradable Plastics Technology Innovation Center。

申请专利时，专利权人由创新中心和项目负责人所在单位共享，具体权益比例经协商确定。

开放课题最终解释权为海南省降解塑料技术创新中心。

After the end of the project, the research work report, academic papers, patents or reports, raw data, files and catalogs must be submitted to the laboratory.

Applicants must publish at least one academic paper in international or domestic core journals and apply for at least one invention patent before the final acceptance.

When a paper is published, the units must be co-signed and their order must be agreed by both parties. Among them, one unit or the innovation center’s Chinese name in full is “海南省降解塑料技术创新中心”, and its English name is “Hainan Degradable Plastics Technology Innovation Center”. Besides, the paper should note “由海南省降解塑料技术创新中心开放课题基金资助”or “The project was supported by Opening Foundation of Hainan Degradable Plastics Technology Innovation Center”.

While applying for a patent, the patent owners will belong to both the Innovation Center and the project leader's unit, and the specific ratio of rights and interests will be determined through consultation.

The final interpretation right of the open project is the Hainan Degradable Plastics Technology Innovation Center.
