Marine Law and Policy, a Chinese-English bilingual academic journal, was issued at the beginning of the year 2021 pushed by Dr. FU Kuen-chen, a renowned scholar of the law of the sea and director of the Hainan University Centre for International Sea Law and Disputes Settlement.

The construction of maritime rule of law is of great significance for it will pave the way to make the 21st Century Maritime Silk Road Initiative a reality and ensure the stability and long-term development of China (Hainan) Free Trade Port. The official release of the "Overall Plan for the Construction of Hainan Free Trade Port" marks the beginning of the construction of China (Hainan) Free Trade Port.

In order to make contributions to the construction of both the Hainan Free Trade Port and the 21st Century Maritime Silk Road, Marine Law and Policy (ISSN: 2709-3948) is issued, which is pushed by Hainan University Law School and the Hainan University Centre for International Sea Law and Disputes Settlement (HNU-CISLDS), together with Dalian Maritime University Institute of Maritime Law and Ocean Law, Shanghai Ocean University Ocean Culture and Law School, Hong Kong Polytechnic University CY Tung International Centre for Maritime Studies, University of Macau Law School, and (Taipei) Shih Hsin University Law School.

The first issue of Marine Law and Policy (Quarterly) was officially published on 1 January 2021. As an international Chinese-English bilingual academic journal, MLP aims to provide a communicating platform for peers in the law of the sea. Adhering to the spirit of seeking truth from facts, this journal strives to publish all excellent research results related to ocean laws and policies at home and abroad, and is committed to improving China’s legal system in this respect. The target readers are researchers and practitioners from universities, scientific research institutes, courts, law firms, and sea-related enterprises at home and abroad.
